Also changed the Expected Date for DOE Selection Notifications to October 13, 2023, and the Expected Timeframe for Award Negotiations to November through December 2023.
This Funding Opportunity Announcement (FOA) is for the Energy Efficiency and Conservation Block Grant (EECBG) Program Competitive grant, issued by the US Department of Energy (DOE)’s Office of State and Community Energy Programs (SCEP). This funding opportunity provides $8.8 million for small-to-medium sized local governments and state-recognized Tribes to:
(1) Reduce fossil fuel emissions in ways that are environmentally sustainable and maximize benefits for local and regional communities;
(2) Reduce the total energy use of the eligible entities;
(3) Improve energy efficiency in the transportation, building and other sectors; and
(4) Build a clean and equitable energy economy that prioritizes disadvantaged communities and promotes equity and inclusion in workforce opportunities and deployment activities, consistent with the Justice40 Initiative.
DOE is seeking to support communities to make significant progress towards their clean energy goals. Ideal projects will create meaningful impacts on local economies, deeply engage the community, and include a wide range of team members including several local governments and/or Tribes and partner organizations such as labor unions, state energy offices, utilities, community-based non-profits organizations, and community foundations.
The eXCHANGE system is currently designed to enforce hard deadlines for Concept Paper and Full Application submissions. The APPLY and SUBMIT buttons automatically disable at the defined submission deadlines. The intention of this design is to consistently enforce a standard deadline for all applicants.
Applicants that experience issues with submissions PRIOR to the FOA Deadline: In the event that an Applicant experiences technical difficulties with a submission, the Applicant should contact the eXCHANGE helpdesk for assistance (InfrastructureExchangeSupport@hq.doe.gov). The eXCHANGE helpdesk and/or the SCEP eXCHANGE System Administrators (InfrastructureExchangeSupport@hq.doe.gov) will assist the Applicant in resolving all issues.
Applicants that experience issues with submissions that result in a late submission: In the event that an Applicant experiences technical difficulties with a submission that results in a late submission, the Applicant should contact the eXCHANGE helpdesk for assistance (InfrastructureExchangeSupport@hq.doe.govv). The eXCHANGE helpdesk and/or the SCEP eXCHANGE System Administrators (InfrastructureExchangeSupport@hq.doe.gov) will assist the Applicant in resolving all issues (including finalizing the submission on behalf of, and with the Applicant's concurrence). DOE will only accept late applications when the Applicant has a) encountered technical difficulties beyond their control; b) has contacted the eXCHANGE helpdesk for assistance; and c) has submitted the application through eXCHANGE within 24 hours of the FOA's posted deadline.
