Clean Energy Infrastructure Funding Opportunity Announcements

This is a Request for Information (RFI) issued by the U.S. Department of Energy’s (DOE) Manufacturing & Energy Supply Chains Office (MESC). This RFI seeks public input to help inform DOE’s implementation of the Inflation Reduction Act Automotive Conversion Program. The program will support automotive manufacturing domestic facility conversion for electrified vehicles as a continuation of Funding Opportunity Announcement DE-FOA-0003106. This program will focus on small- and medium-sized manufacturers (SMMs) via state-federal partnerships. This RFI contains 24 questions in the Purpose section. Respondents are not required to answer all questions.

The State-Based Home Energy Efficiency Contractor Training Grants, also known as the Training for Residential Energy Contractors (TREC) Program, seeks to accomplish three goals: (1) reduce the cost of training contractor employees by providing workforce development tools for contractors, their employees, and individuals including, but not limited to, subsidizing available training, testing certifications, and licenses for high-quality jobs; (2) provide testing and certifications of contractors trained and educated to install home energy efficiency and electrification technologies and deliver residential energy efficiency and electrification improvements; and (3) fund states to partner with nonprofit organizations to develop and implement a State sponsored workforce program that attracts and trains a diverse set of local workers to deliver the influx of new federally-funded energy efficiency and electrification programs—including the IRA-funded Home Efficiency Rebates Program, Home Electrification and Appliance Rebates Program (Home Energy Rebates Programs); and Energy Efficiency Home Improvement Credit.

This program was established by Section 50123 of the Inflation Reduction Act. For this competitive program, DOE is making up to $40 million in TREC funds available to states, territories, and the District of Columbia to complement the previously announced TREC formula funding.

Topic Area Description

Topic Area 1: Training Small Contractor Firms

State Energy Offices may use topic area one funding to train and certify small contractor firms and their employees to deliver energy efficiency and electrification improvements. DOE will fund States to support existing small contractor firms through training and certifications so that the contractor firm employees can deliver energy efficiency and electrification improvements eligible for rebates under the Home Efficiency Rebates Program or the Home Electrification and Appliance Rebates Program.

Topic Area 2: Innovative, Effective, and Equitable Workforce Development Programs

State Energy Offices may use topic area two funding to implement innovative, effective, and equitable workforce development program models that deliver contractor training program curriculum. States can collaborate with nonprofit organizations to design/enhance and implement workforce development, training, certification, and employment programs that train, test, and certify underrepresented populations, new entrants to the workforce, youth ages 17-25, incumbent workers, displaced workers, and contractors to conduct home energy efficiency and electrification improvements under the Home Energy Rebates Programs.

The Energy Policy Act of 1992 authorized the Secretary of Energy to establish a fund with the stated purpose of providing competitive grants to federal agencies to assist them in meeting the energy and water conservation requirements in Section 543 of the National Energy Conservation Policy Act (NECPA), as amended (42 U.S.C. § 8253). Through this authority, the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) created the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) program to provide funding to federal agencies for the development of energy and water saving technologies and to meet federal mandates. Pursuant to 42 U.S.C. § 8256 (b)(3), FEMP will make selections and awards under this Federal Agency Call (FAC) through a competitive process, with agency applications evaluated against the Technical Review Criteria set forth in Sections V.A and V.C.

Section 40554 of the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), authorized to be appropriated to the Secretary of Energy to provide grants authorized under section 42 U.S.C. § 8256 (b), $250 million for fiscal year 2022, to remain available until expended. FEMP intends to award the $250 million authorized under BIL through this AFFECT BIL FAC.

FEMP is seeking to make awards that support achievement of the Administration’s goals for federal leadership as described in Section 543 of NECPA, as amended through the Energy Act of 2020 (EA2020) and codified in 42 U.S.C. § 8253, Executive Order (E.O.) 14057, Catalyzing America’s Clean Energy Economy Through Federal Sustainability and E.O. 14008, Tackling the Climate Crisis at Home and Abroad.

This AFFECT BIL FAC seeks applications from federal agencies for projects that will create individual showcase facilities and/or multi-site deployment projects that contribute to a net-zero building portfolio. These showcase facilities and multi-site deployment projects will serve as models for future replicability and/or scalability to develop and continue a long-term net-zero building strategy. Applications are sought from federal agencies that are in alignment with the three Topic Areas:

Awards made under this FOA will be funded, in whole or in part, with funds appropriated by Section 50131 of the Inflation Reduction Act (IRA) of 2022, Assistance for Latest and Zero Building Energy Code Adoption.

The Inflation Reduction Act of 2022 (IRA) provides up to $1 billion for States and units of local government with the authority to adopt building energy codes to adopt and implement the latest building energy codes, zero energy building codes, or equivalent codes or standards. An energy code is one of several types of building codes that help contribute to the overall health, safety, efficiency, and long-term resilience of buildings. Energy codes can be adopted directly as a standalone code, such as the International Energy Conservation Code (IECC), which is commonly adopted by States and local governments. Moreover, energy codes are also fundamental components of certain more broadly adopted building codes, including the International Building Code (IBC) and International Residential Code (IRC), which are referenced in the United States as “parental” codes. Energy codes are often described as a subset of these broader building codes, representing distinct chapters of the IBC and IRC alongside other commonly recognized provisions, such as those pertaining to structural, plumbing, or electrical requirements, and other basic aspects of building design and construction. Adoption and implementation of such codes supports the decarbonization of new and existing residential and commercial buildings.

This opportunity assists eligible entities in further decarbonizing their buildings through the adoption of the latest national model building energy codes, zero energy codes, other codes that deliver equivalent or greater energy savings, including innovative approaches to decarbonize existing buildings through certain measurable and enforceable requirements. The IRA is unprecedented in its opportunity to support sustainable change at the State and local level with respect to advancing the energy efficiency of new, renovated, and existing buildings. DOE is particularly interested in supporting States and local governments in implementing local capacity building, multi-year investments in workforce and education, and long-term improvements in building energy codes through multi-cycle adoption and building performance standards (BPS).

Building energy codes establish minimum levels of energy efficiency for new and existing residential and commercial buildings. Model energy codes, such as the 2021 IECC and ASHRAE Standard 90.1-2019, are developed and updated through national consensus processes. States and local governments ultimately implement building energy codes, which are handled through various adoption, compliance, and enforcement processes and can vary widely across the United States. Many States have consistently received funding through their State Energy Plan to support the adoption of traditional building energy codes. In addition to this competitive funding opportunity announcement a formal funding announcement was published on September 19, 2023 for States pursuing pre-approved code packages.

The hydroelectric production incentive payments are a benefit available for electric energy generation and sold for a specified 10-year period as authorized under the Energy Policy Act of 2005. In the Infrastructure Investment and Jobs Act, DOE received $125 million to support this hydroelectric production incentive. At this time, DOE is accepting applications from owners and authorized operators of qualified hydroelectric facilities for hydroelectricity generated and sold in calendar year 2023.

Applications are due by April 23^rd at 5 p.m. ET. Instructions for what to include in the application can be found in section VII(b) of the Guidance.

DOE is compiling a “Teaming Partner List” to facilitate the formation of new project teams for this FOA. The Teaming Partner List allows organizations who may wish to participate on an application to express their interest to other applicants and to explore potential partnerships.

The BIL invests appropriations over Fiscal Years (FYs) 2022 through 2026 to establish the Advanced Energy Projects Grant Program, which will support industrial projects in eligible energy communities.

Through the two (2) Areas of Interest (AOI), the FOA will provide approximately $425 million in support of projects by small- and medium-sized manufacturing firms (SMMs).

AOI 1: Clean Energy Manufacturing and Recycling:

The objective of AOI 1 is to increase domestic manufacturing and recycling capacity for materials, components, and systems needed for the clean energy transition.
DOE is seeking applications for projects in this AOI to establish new, or re-quip or expand, an existing manufacturing or recycling facility for the production or recycling, as applicable, of advanced energy property.

AOI 2: Industrial Decarbonization:

The overall objectives for AOI 2 is to reduce Greenhouse Gas (GHG) emissions in the United States manufacturing sector through substantial reductions in existing facilities and new builds that result in low carbon materials.

Subtopic AOI 2a: Re-equip an existing industrial or manufacturing facility with equipment designed to substantially reduce the GHG emissions of that facility.

Subtopic AOI 2b: Establish new, or re-equip or expand, an existing manufacturing or recycling facility that produces materials that result in substantially lower carbon intensity compared to an appropriate industry benchmark and are not derived from a primary feedstock of palm fatty acid distillates or fossil fuels including coal, natural gas, and petroleum.

The Office of Cybersecurity, Energy Security, and Emergency Response (CESER) is issuing this Funding Opportunity Announcement (FOA). Awards made under this FOA will use funds appropriated by the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL).

Section 40125(b) of the BIL will invest appropriations of $250 million over a 5-year period from FY 2022 through 2026 to develop advanced cybersecurity applications and technologies for the energy sector through several research, development, and demonstration (RD&D) activities aligned with the 40125(b) provision. This FOA provides approximately $30 million in federal funding for RD&D projects to advance cybersecurity tools and technologies specifically designed to reduce cyber risks to renewable energy delivery infrastructure.

The activities to be funded under this FOA support BIL Section 40125(b) to lead to next generation tools and technologies not available today that will become widely adopted throughout the energy sector to reduce a cyber incident disruption to energy delivery.

The Energy Auditor Training (EAT) Program will provide Grant funding to States for the purpose of training individuals to conduct energy audits, or surveys, of commercial and residential buildings.

This program was established by Section 40503 of the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL). The goals of the program are to offer auditor training certifications that include informed curriculum and program design that aligns with current and future standards; inform or empower States with current, standardized framing of the education and training requirements for energy auditors; enlarge the pipeline of diverse talent by closing gaps in job access; address workforce inclusion deficiencies and improve disparities with underrepresented groups; connect auditor trainees to career opportunities that promote job quality and economic mobility; and inspire sustainability through intentional practices and partnerships that support infrastructure development and the long-term value of a clean energy workforce.

ELIGIBLE APPLICANTS: In accordance with the BIL Section 40503, funding is only available to States, the District of Columbia, and United States territories that have a demonstrated need for assistance for training energy auditors. These eligible entities are referred to throughout this FOA as “States”. No other entity types, including Local Government and Tribes, may be considered for this funding. In accordance with 2 CFR Section 910.126 and DOE Program Rule 10 CFR Part 420, eligibility for these awards is restricted to State Energy Offices.

FUNDING OVERVIEW: The BIL appropriated $40 million in funding to be issued through a competitive Grant program. DOE may issue one, multiple, or no awards. Individual awards may vary between $200,000 and a maximum of $2,000,000. DOE anticipates making approximately twenty (20) to thirty (30) awards under this FOA. In accordance with the BIL Section 40503(d)(1) the amount of a Grant awarded to an eligible State shall be determined by the Secretary, taking into account the population of the eligible State. DOE reserves the right to determine the final award amount of selected eligible States.

COST MATCHING: Cost match is not required for these awards. DOE encourages states to consider how they could leverage philanthropic and private sector funding to advance their goals and amplify the impact of the BIL funding.

Section 40124 of the BIL directs DOE to invest $250 million to create a new program, the Rural and Municipal Utility Advanced Cybersecurity Grant and Technical Assistance (RMUC) Program, to provide eligible entities (defined in Section III.A.) with financial and technical assistance support to improve their cybersecurity posture. This FOA provides $70 million in federal funding to support the RMUC Program’s goals.

The activities to be funded under this FOA support BIL Section 40124 and the broader government-wide efforts to increase the security, reliability, and resiliency of our energy infrastructure. Investments to improve the cybersecurity resilience of electric utilities eligible to participate in the RMUC Program will improve energy resilience in rural communities, decrease energy burdens on utility members and customers, and increase the cybersecurity knowledge, skills, and abilities of utility employees in rural communities.

The U.S. Department of Energy (DOE)/National Energy Technology Laboratory (NETL) is issuing, on behalf of the Grid Deployment Office (GDO), this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds appropriated by Section 50152 of the Inflation Reduction Act of 2022 (IRA) – Grants to Facilitate the Siting of Interstate Electricity Transmission Lines.

The IRA makes the single largest investment in energy and climate in American history, putting the United States on a pathway to achieving the Administration’s clean energy and climate goals, including a carbon pollution-free power sector by 2035, while securing America’s position as a world leader in domestic clean energy manufacturing, creating quality jobs, investing in communities, and advancing environmental justice.

Under Section 50152(a), the IRA appropriated $760 million to make grants to siting authorities to carry out eligible activities that will facilitate the siting and permitting of “covered transmission projects” or to siting authorities and other governmental entities for economic development activities in communities that may be affected by the construction and operation of a “covered transmission project.” A “covered transmission project” is defined in Section 50152(e)(1) as a “high voltage interstate or offshore electricity transmission line” for which an entity has applied for, or informed a siting authority of an intent to apply for, regulatory approval, and that is proposed to be constructed and to operate:

These investments, particularly when combined with programs authorized and funded by the Infrastructure Investment and Jobs Act (otherwise known as the Bipartisan Infrastructure Law), will support the timely construction of new or upgraded electric transmission facilities and facilitate the siting of transmission facilities, while doing so in a manner consistent with affected community priorities, including considerations of environmental and energy justice, equity, job quality, and Tribal cultural resources.

In December 2022, Congress appropriated $1 billion in the FY 2023 Consolidated Appropriations Act for activities to improve the resilience of the Puerto Rican electric grid, including renewable energy and storage solutions for vulnerable households and communities. Per the Act, these activities will include resilience investments for low-and-moderate income households and households with individuals with disabilities.

EFG seeks to enhance energy affordable and access for communities, ensuring the broad benefits of a clean energy economy—including heath, economic development and jobs and emissions reductions—flow to disadvantaged communities.

EFG will provide support for at least 50 multi jurisdictional teams. Teams should be ideally comprised of 3-4 or more state, local, and/or tribal government partners joining together on a planning project. Multi-jurisdicational teams (e.g.,,, cities and state, tribes and cities, states, cities and tribes, etc.) are encouraged to also partner with community benefit organizations. Additional partners can including academia, think tanks and/or utilities positioned to turn innovative (novel or early action) ideas into solutions that address barriers to clean energy deployment. EFG plans will provide direction for ensuring measurable benefits reach communities and support Justice 40, which directs 40% of the overall benefits of certain federal investments to flow to disadvantaged communities.

EFG project can including innovative planning efforts in the power, transportation, and/or building sectors. A successful project will have equitable program innovation and seek to leverage DOE and other resources to speed and scale deployment of best practices by region or nationwide.

The scope of the Notice of Intent (NOI) concerns Commercial Facilities, including those for vehicle assembly, component assembly,and related part manufacturing. It is anticipated the resultant FOA will include topic areas for Commercial Scale Assembly or Component Manufacturing Facilities for Electrified Vehicles, Large, Medium, and Small.

3. Ensure healthy indoor environments by enhancing or expanding health and safety measures and resources available to dwellings that are occupied by low-income persons;
4. Disseminate new methods and best practices among entities providing weatherization assistance; and
5. Encourage entities providing weatherization assistance to hire and retain employees who are individuals –

• From the community in which the assistance is provided;
• From communities or groups that are underrepresented in the home energy performance workforce, including religious and ethnic minorities, women, veterans, individuals with disabilities, and individuals who are socioeconomically disadvantaged.

The application guidance describes the application process and the information necessary for the Secretary of Energy to make incentive payments to owners and authorized operators of qualified hydroelectric facilities pursuant to Section 247 of the Energy Policy Act of 2005 (EPAct 2005), Maintaining and Enhancing Hydroelectricity Incentives, as amended by Section 40333 of the Infrastructure Investment and Jobs Act of 2021 (IIJA), Pub. L. No. 117-58.

DOE will accept Letters of Intent (LOI) for a 45-day period starting May 8, 2023, through 5:00 p.m. ET, June 22, 2023. Full applications will be accepted for a 105-day application period starting June 23, 2023, through 5:00 p.m. ET, October 6, 2023.

To be eligible to file a full application, prospective applicants must first file a Letter of Intent. Instructions for what to include in the Letter of Intent can be found in the Guidance, any information that does not correspond to a field can be included in the abstract. Failure to file an LOI or application by the DOE-established deadline for the LOI phase or full application phase shall disqualify the owner or authorized operator from eligibility for an incentive payment in that application period.

The Bipartisan Infrastructure Law (BIL) of 2021 (Pub. L. 117-58), and the Inflation Reduction Act (IRA) of 2022 (Pub. L. 117-169) included several incentives that are expected to increase demand of electric heat pumps in retrofit and new markets but may not ensure domestic capacity of electric heat pumps at the speed and scale required to meet the anticipated demand​. In June 2022, President Biden issued five determinations under the Defense Production Act (DPA) of 1950 (50 U.S.C. 4501 et seq.), including a presidential determination to allow DOE to use its delegated DPA authorities to expand the domestic production capability for electric heat pumps.

Section 30001 of the IRA appropriated $500 million to carry out the DPA, of which $250 million was subsequently allocated to the Department of Energy to support the growth of manufacturing needed to meet the anticipated growing demand for electric heat pumps. This funding could help scale up U.S. heating, ventilation, and air conditioning (HVAC) and water heating (WH) manufacturing; accelerate installation of high-efficiency electric heat pumps in homes, qualified buildings; and industrial settings, and complement investment coming through other BIL and IRA provisions described earlier.

DOE will encourage nonprofit 501(c)(3) applicants interested in serving as “Prime Recipients” to assemble a portfolio of nonprofit buildings in need of energy efficiency upgrades. Each portfolio should demonstrate significant energy and cost savings, emissions reductions potential, compelling cost effectiveness, and alignment with the Justice 40 (J40) Initiative goals. Recipients will subaward up to $200,000 for individual energy efficiency projects in nonprofit buildings owned and operated by 501(c)(3) organizations (e.g., 25 energy efficiency projects at an average of $150,000/project equals a $3,750,000 project portfolio).

The Office of Manufacturing and Energy Supply Chains (MESC) and Office of State and Community Energy Programs (SCEP) is issuing this Funding Opportunity Announcement (FOA) to establish new Industrial Assessment Centers (IACs) at community colleges, trade schools, and union training programs, as well as to create new Building Training and Assessment Centers (BTACs) at institutions of higher education, including Tribal colleges and universities. The new IACs and BTACs that will be created with this funding will build upon the demonstrated success of applied learning environments and hands-on training approaches of existing IACs. The IACs also will draw on the unique strengths, geographic reach, and faculty/student composition of trade schools, community colleges, union training programs, and other institutions of higher education. The new IACs will focus on high-quality skilled trades job pathways in fields such as industrial electrician, energy management, renewable energy, and advanced manufacturing, while providing hands-on support to small and medium manufactures. The new BTACs will expand these benefits to commercial and institutional buildings to help lower utility costs and allow companies to reinvest in businesses, employees, and community services. BTACs will train students and workers as engineers, architects, building scientists, building energy permitting and enforcement officials, and building technicians in energy-efficient design and operation.

This Notice of Intent (NOI) is to inform state and local governments that the Office of State and Community Energy Programs (SCEP) intends to issue a Funding Opportunity Announcement (FOA) entitled “Technical Assistance for the Adoption of the Latest and Zero Building Energy Codes or Standards Funding Opportunity Announcement.” SCEP anticipates funding state and local efforts to update building energy codes, or equivalent standards, and to develop effective code workforce, training, compliance and enforcement programs. This is solely a notice of intent and not a FOA. SCEP is not accepting applications at this time.

The NOI describes a preliminary plan that will evolve during the FOA development process. The state cost share requirement that applies to traditional State Energy Program funding will not apply to this IRA funding. To ensure adopted codes are successfully implemented, Section 50131 will also specify that each jurisdiction receiving grant funds must implement a plan to achieve full compliance in new and renovated residential and commercial buildings. The activities to be funded under this FOA support BIL section 40534 and the broader government-wide approach to reinvigorating and reinvesting in the American industrial base; catalyzing American leadership and global competitiveness in the clean energy economy; and investing in the American manufacturing workforce.

DOE anticipates making awards to States in the form of cooperative agreements. Awardees must complete their projects not later than three years after the date of receipt of federal funds. The period of performance will be comprised of one or more budget periods. Project continuation will be contingent upon several elements, including satisfactory performance and DOE’s Go/No-Go decision.

DOE expects to make a total of approximately $46 million of federal funding available for new awards under this FOA, subject to the availability of appropriated funds. The hydroelectric production incentive payments are a benefit available for electric energy generation and sold for a specified 10-year period as authorized under the Energy Policy Act of 2005. In the Infrastructure Investment and Jobs Act, DOE received $125 million to support this hydroelectric production incentive. At this time, DOE is accepting applications from owners and authorized operators of qualified hydroelectric facilities for hydroelectricity generated and sold in calendar years 2021 and 2022.

Applications are due by May 8^th at 5 p.m. ET. Instructions for what to include in the application can be found in section VII(b) of the Guidance.

The Grid Deployment Office provides notice of availability of guidance and the opening of the 2023 application period pertaining to section 243 of EPAct 2005, Hydroelectric Efficiency Improvement Incentives, as amended by section 40332 IIJA of 2021, Pub. L. 117-58.

As initially announced in the February 2023 notice of intent, the guidance sets out the eligibility requirements, general application requirements and process, procedures for processing applications, allocation of funding for eligible projects in the event of oversubscription, and funding restrictions. The guidance document describes the application process and the information necessary for the Secretary of Energy to make incentive payments to the owners and authorized operators of qualified hydroelectric facilities at existing dams to be used to make capital improvements in the facilities that are directly related to improving the efficiency of such facilities by at least three percent pursuant to section 243 of EPAct 2005. Under the statute, the incentive payments include the following limitations: an incentive payment shall not exceed 30 percent of the costs of the applicable capital improvement(s); no more than one incentive payment may be made to a single qualified hydroelectric facility in any fiscal year; and that shall not exceed $5,000,000. The Qualifying Advanced Energy Project Credit (48C) program was established by the 2009 Recovery Act and expanded with a $10 billion investment under the Inflation Reduction Act of 2022. Today, the Treasury and the Internal Revenue Service, in partnership with DOE, announced the intent to release approximately $4 billion in a first round of tax credits for projects that expand U.S. supply chains for clean energy technologies and critical materials for clean energy technology production, and for projects that reduce greenhouse gas emissions at industrial facilities. Approximately $1.6 billion of this allocation will be set aside for projects in coal communities. The program will provide an investment tax credit of up to 30% of qualified investments for certified projects that meet prevailing wage and apprenticeship requirements.

Treasury and the IRS issued additional 48C program guidance on May 31, 2023. DOE will open the 48C eXCHANGE portal for user registration for any interested applicants and concept papers submissions no later than June 30, 2023.

This is a Request for Information (RFI) issued by the U.S. Department of Energy’s (DOE) Office of State and Community Energy Programs (SCEP). The intent of this RFI is to obtain public input regarding the solicitation process and structure of future DOE Funding Opportunity Announcements (FOA) to fund the Energy Auditor and Career Skills Training programs, in accordance with the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL). This RFI also seeks public input on the State-Based Home Energy Efficiency Contractor Training program, as set forth in the Inflation Reduction Act (IRA). 

Specifically, this RFI seeks input on:

• The content of, and proposed programmatic requirements for:

1. BIL sections 40503 (The Energy Auditor Training Grant Program, or “EAT”);
2. BIL section 40513 (the Career Skills Training program, or “CST”);
3. IRA section 50123 (the State-Based Home Energy Efficiency Contractor Training program, or Contractor Training Program)

This is a Request for Information (RFI) issued by the U.S. Department of Energy’s (DOE) Office of State and Community Energy Programs (SCEP). The intent of this RFI is to obtain public input regarding the solicitation process and structure of a DOE Funding Opportunity Announcement (FOA) to fund Sec. 40552, the Energy Efficiency and Conservation Block Grant (EECGB) Competitive Program, which aims to support units of local government including Indian Tribes ineligible for direct formula grants from DOE under the EECGB program to lower fossil fuel emissions and energy use in their jurisdictions, in accordance with the Program’s authorizing legislation, Title V, Subtitle E of the Energy Independence and Security Act of 2007.

Through section 40552 (b) of the BIL, Congress authorized $550 million for the EECBG Program. This program supports the Biden Administration’s goal to achieve a carbon-free electric grid by 2035 and a net zero emissions economy by 2050. The purpose of EECBG is to assist eligible entities in implementing strategies to:

• reduce fossil fuel emissions created as a result of activities within the jurisdictions of eligible entities
• reduce the total energy use of the eligible entitiesimprove energy efficiency in the transportation, building, and other appropriate sectors

While 98% of EECBG BIL funds will be allocated to eligible jurisdictions through a formula allocation per statutory direction, approximately 2% or $8 million are directed to be provided through a competitive process for:

• Units of local government (including Indian tribes) that are not eligible for a formula allocation based on population
• a consortium of local governments.

By statute, priority shall be given to units of government located in states with populations of less than 2,000,000 or to those that plan to carry out projects that would result in significant energy efficiency improvements or reductions in fossil fuel use.

Specifically, this RFI seeks input on:

Notice of Intent and Request for Information Regarding Establishment of Industrial Assessment Centers (IACs) at Trade Schools, Community Colleges, and Union Training Programs and Establishment of Building Training and Assessment Centers (BTACs)

The U.S. Department of Energy (DOE) Office of Manufacturing and Energy Supply Chains (MESC) and the DOE Office of State and Community Energy Programs (SCEP) intend to jointly issue a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law: Industrial Assessment Centers (IAC) Program – IACs at Trade Schools, Community Colleges, and Union Training Programs; and Building Training and Assessments Centers (BTAC) Program.”

The activities under this FOA will support the establishment by MESC of IACs at trade schools, community colleges, and union training programs pursuant to Energy Independence and Security Act of 2007 (EISA 2007) section 457(f), as added by Bipartisan Infrastructure Law (BIL) section 40521(b), and the establishment by SCEP of BTACs pursuant to BIL section 40512. DOE intends that the investments made under this FOA will support the broader government-wide approach to strengthening domestic manufacturing, putting the United States on a path to achieve net-zero emissions economy-wide by no later than 2050, empowering workers, fostering safe, healthy, and inclusive workplaces and communities, and developing a diverse workforce well-qualified to build and maintain the country’s energy infrastructure and grow domestic clean energy manufacturing.

DOE is compiling a Teaming Partner List to facilitate teaming among multiple stakeholders across academia, industry, National Laboratories, IACs, Manufacturing USA Institutes, MEPs, community-based organizations (CBOs), labor unions, and all technical disciplines. The Teaming Partner List allows organizations who may wish to participate on an application to express their interest to other applicants and to explore potential partnerships. Updates to the Teaming Partner List will be available in the EERE Exchange website. The Teaming Partner List will be regularly updated. Through this RFI, the U.S. Department of Energy (DOE) Office of State and Community Energy Programs (SCEP) seeks input regarding the implementation of Section 40542 of the IIJA, which provides $50 million in grants to provide energy efficiency materials between fiscal years 2022 – 2026 in buildings owned and operated by charitable nonprofits. DOE aims to prioritize charitable nonprofits with demonstrable financial need, cost-effective strategies, a high potential for energy savings, and charitable nonprofits that present an effective plan for evaluation, measurement and verification of the energy savings. DOE also aims to minimize administrative burden and expand access to charitable nonprofits with limited capacity and resources. DOE is seeking information amongst these five categories of questions:

Outreach, Technical Assistance, Criteria and Metrics, Funding, Partnerships and Community Benefits.

This RFI is not a Funding Opportunity Announcement (FOA); therefore, SCEP is not accepting applications at this time. SCEP may issue a FOA in the future based on or related to the content and responses to this RFI; however, SCEP may also elect not to issue a FOA.
