DE-FOA-0003501: Next Generation of Academia-Based Cyber Research, Development, and Demonstration (RD&D)

The Office of Cybersecurity, Energy Security, and Emergency Response (CESER) mission is to strengthen the security and resilience of the U.S. energy sector from cyber, physical, and climate-based risks and disruptions. A dedicated initiative aligned with the CESER mission is the University-Based R&D program to collaboratively engage in research, development, and demonstration (RD&D) activities to help reduce the risk that a cyberattack might disrupt our nation’s critical energy delivery infrastructure. CESER dedicates a portion of its cybersecurity R&D efforts to this program, where awards are selected through competitive announcements. This open NOFO is designed to incorporate and use this funding vehicle for the CESER University-Based R&D program, allowing for ongoing participation and evaluation.

By enabling and publishing the Teaming Partner List, Clean Energy Infrastructure is not endorsing, sponsoring, or otherwise evaluating the qualifications of the individuals and organizations that are self-identifying themselves for placement on this Teaming Partner List.

DOE is compiling a “Teaming Partner List” to facilitate the formation of new project teams for this FOA. The Teaming Partner List allows organizations who may wish to participate on an application to express their interest to other applicants and to explore potential partnerships.

DOE encourages eligible entities to team up on a single application in order to: (1) ease the administrative burdens associated with managing a federal grant, (2) maximize the scope, reach, and level of ambition for the proposed projects and programs, and (3) encourage sharing of capacity, knowledge, expertise, lessons learned and best practices across jurisdictions.

SUBMISSION INSTRUCTIONS: Users will see a new section, “Teaming Partners”, within the left-hand navigation in eXCHANGE. This page allows users to view published Teaming Partner Lists and any interested party that would like to be included on this list should submit a request within eXCHANGE to join the teaming partner list. DE-FOA-0003348: Puerto Rico Energy Resilience Fund: Resilient Communities Program

Modification 000001: The purpose of this modification is to further define the Go/No-Go review process prior to construction.

In December 2022, President Biden signed the FY 2023 Consolidated Appropriations Act into law, which included $1B to drive key investments in renewable and resilient energy infrastructure in Puerto Rico. On February 21, 2023, DOE’s Grid Deployment Office (GDO) established the Puerto Rico Energy Resilience Fund (PR-ERF) to administer the $1B through programs focused on both residential and community-based energy resilience investments, including but not limited to, solar photovoltaic (PV) and battery storage deployments, as well as community partnerships and other activities to grow Puerto Rico’s clean energy economy.

This Funding Opportunity Announcement (FOA) under the PR-ERF has three Strategic Goals: (1) Mitigate against the disproportionate impacts associated with severe and prolonged power outages affecting low- and moderate-income residents of public or privately owned subsidized multi-family properties through energy resilience investments. (2) Enable quality, equitable health care services for the most vulnerable populations and disadvantaged communities, who include the medically underserved in Puerto Rico, by ensuring energy reliability and resiliency. (3) Support the growth of the clean energy workforce in Puerto Rico.

To accomplish these goals, this FOA has two (2) Topic Areas:

Topic Area 1: Solar PV and Battery Storage Installations for Common Areas within Public or Privately Owned Subsidized Multi-Family Properties

Topic Area 2: Solar PV and Battery Storage Installations for Community Healthcare Facilities

En diciembre de 2022, el presidente Biden promulgó la Ley de Asignaciones Consolidadas del año fiscal 2023 (FY 2023 Consolidated Appropriations Act), que incluía $1,000 millones para impulsar inversiones fundamentales en infraestructura de energía renovable y resiliente en Puerto Rico. El 21 de febrero del 2023, la Oficina de Desarrollo del Sistema Eléctrico (GDO, por sus siglas en inglés) del DOE estableció el Fondo de Resiliencia Energética de Puerto Rico (PR-ERF) para administrar los $1,000 millones a través de programas enfocados en inversiones de resiliencia energética tanto residenciales como comunitarias, que incluyen, entre otros, los sistemas de energía solar fotovoltaica (PV) y las instalaciones para el almacenamiento en baterías, así como las alianzas comunitarias y otras actividades para hacer crecer la economía de energía limpia de Puerto Rico.

Este FOA bajo el PR-ERF tiene tres metas estratégicas: (1) Mitigar los efectos desproporcionados asociados con los cortes de energía graves y prolongados que afectan a los habitantes de ingresos bajos y moderados de propiedad de vivienda pública o multifamiliar subsidiada privada mediante inversiones en resiliencia energética. (2) Permitir servicios de salud equitativos y de calidad para las poblaciones más vulnerables y las comunidades marginadas, que incluyen a las personas médicamente desatendidas en Puerto Rico, para garantizar confiabilidad y resiliencia energética. (3) Apoyar el crecimiento de la fuerza laboral de energía limpia en Puerto Rico.

This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energy’s State and Community Energy Programs (SCEP) on behalf of the Weatherization Assistance Program (WAP).

This FOA provides an estimated $36 million in competitive funding for WAP Grantees and Subgrantees (state, local, or Tribal governments) and 501(c)(3) non-profit organizations, with a $2 million maximum per award.

This FOA seeks applications to expand the impact of DOE's existing residential weatherization programs by utilizing leveraged resources and enhanced community partnerships to perform deep energy retrofits of low-income residential buildings and empower local community representation within the energy workforce. DOE seeks proposals that drive innovative approaches to program coordination and service delivery, while fostering the collaboration of dynamic and diverse teams.

Applicants can apply for one of the following three topic areas:

1) Multifamily Housing

2) Single Family and Manufactured Housing

3) Workforce Development

While cost share is not required, applicants are encouraged to use awarded E&I funds in conjunction with DOE WAP formula awards and leverage other funding sources to deploy demonstration projects that have potential to be scaled nationally, enhance the benefits realized by underserved communities, and accelerate an equitable transition to a clean-energy economy.

DE-FO2-0003126: Wholesale Electricity Market Studies and Engagements

The U.S. Department of Energy (DOE) is issuing, on behalf of the Grid Deployment Office (GDO), this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds authorized under the Consolidated Appropriations Act, 2023 (Public Law 117-328).

Creating more efficient and flexible wholesale markets that will support a more resilient and reliable grid will be critical as new load and generation come online. Functioning wholesale markets provide a platform for energy trading and the integration of electric resources into the grid. Efficient, fair, and transparent market constructs are thus foundational to transitioning to a clean, reliable, equitable electric grid.

This FOA will assist applicants—States, ISOs/RTOs, and domestic entities that have partnered with States and/or ISOs/RTOs — that have formed partnerships with or otherwise include States, ISOs/RTOs to perform analytical studies on critical market issues or convene stakeholders to address issues facing developing or existing wholesale markets. GDO suggests five (5) broad priorities for proposed projects: 1) seams between markets, 2) regional resource adequacy, 3) market design and price formation, 4) regional footprint studies, and 5) integrated regional planning approaches.

DE-FOA-0003349: Section 242: Hydroelectric Production Incentive

The hydroelectric production incentive payments are a benefit available for electric energy generation and sold for a specified 10-year period as authorized under the Energy Policy Act of 2005. In the Infrastructure Investment and Jobs Act, DOE received $125 million to support this hydroelectric production incentive. At this time, DOE is accepting applications from owners and authorized operators of qualified hydroelectric facilities for hydroelectricity generated and sold in calendar year 2023.


Applications are due by April 23rd at 5 p.m. ET. Instructions for what to include in the application can be found in section VII(b) of the Guidance.

Community benefits may include creation of local economic opportunities for workers, workforce measures and agreements, community revitalization, lowered energy burdens, increased access to renewable energy, improved air quality, increased public participation in energy decision-making processes, and improved quality of life for local residents.

DE-FOA-0003223: Bipartisan Infrastructure Law (BIL) - 40125b Cybersecurity for Research, Development, and Demonstration (RD&D)

The Office of Cybersecurity, Energy Security, and Emergency Response (CESER) is issuing this Funding Opportunity Announcement (FOA). Awards made under this FOA will use funds appropriated by the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL).

Section 40125(b) of the BIL will invest appropriations of $250 million over a 5-year period from FY 2022 through 2026 to develop advanced cybersecurity applications and technologies for the energy sector through several research, development, and demonstration (RD&D) activities aligned with the 40125(b) provision. This FOA provides approximately $30 million in federal funding for RD&D projects to advance cybersecurity tools and technologies specifically designed to reduce cyber risks to renewable energy delivery infrastructure.

The activities to be funded under this FOA support BIL Section 40125(b) to lead to next generation tools and technologies not available today that will become widely adopted throughout the energy sector to reduce a cyber incident disruption to energy delivery.

DE-FOA-0002986: Bipartisan Infrastructure Law (BIL) Rural and Municipal Utility Cybersecurity (RMUC) Advanced Cybersecurity Technology Funding Opportunity Announcement (ACT FOA)

The Office of Cybersecurity, Energy Security, and Emergency Response (CESER) is issuing this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL).

Section 40124 of the BIL directs DOE to invest $250 million to create a new program, the Rural and Municipal Utility Advanced Cybersecurity Grant and Technical Assistance (RMUC) Program, to provide eligible entities (defined in Section III.A.) with financial and technical assistance support to improve their cybersecurity posture. This FOA provides $70 million in federal funding to support the RMUC Program’s goals.

The activities to be funded under this FOA support BIL Section 40124 and the broader government-wide efforts to increase the security, reliability, and resiliency of our energy infrastructure. Investments to improve the cybersecurity resilience of electric utilities eligible to participate in the RMUC Program will improve energy resilience in rural communities, decrease energy burdens on utility members and customers, and increase the cybersecurity knowledge, skills, and abilities of utility employees in rural communities.

Applicants are required to download, read, and comply with the language in both the RMUC ACT FOA document and the RMUC ACT FOA Administrative Requirements document.

The United States Department of Energy’s (DOE) Office of Manufacturing and Energy Supply Chains (MESC) is releasing this Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL) Battery Materials Processing and Battery Manufacturing Grants." This FOA supports BIL Sections 40207(b) and 40207(c).

The mission of MESC is to strengthen and secure manufacturing and energy supply chains needed to modernize the nation’s energy infrastructure and support a clean and equitable energy transition.

The FOA supports the Bipartisan Infrastructure Legislation (BIL) goals of delivering more clean energy, create new, good-paying jobs and lowering costs for American families and workers by guiding the Nation towards a one hundred percent carbon pollution-free electricity sector by 2035 and net-zero economy by 2050.

DE-FOA-0003195: BIL - Grid Resilience And Innovation Partnerships (GRIP)

The Grid Deployment Office, in conjunction with the Office of Clean Energy Demonstrations, is issuing this FOA. The U.S. Department of Energy (DOE) is issuing, on behalf of the Grid Deployment Office (GDO), this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds authorized under the Consolidated Appropriations Act, 2023 (Public Law 117-328).

Creating more efficient and flexible wholesale markets that will support a more resilient and reliable grid will be critical as new load and generation come online. Functioning wholesale markets provide a platform for energy trading and the integration of electric resources into the grid. Efficient, fair, and transparent market constructs are thus foundational to transitioning to a clean, reliable, equitable electric grid.

This FOA will assist applicants—States, ISOs/RTOs, and domestic entities that have partnered with States and/or ISOs/RTOs — that have formed partnerships with or otherwise include States, ISOs/RTOs to perform analytical studies on critical market issues or convene stakeholders to address issues facing developing or existing wholesale markets. GDO suggests five (5) broad priorities for proposed projects: 1) seams between markets, 2) regional resource adequacy, 3) market design and price formation, 4) regional footprint studies, and 5) integrated regional planning approaches.

DE-FOA-0003101: Inflation Reduction Act - Transmission Siting and Economic Development Program

The U.S. Department of Energy (DOE)/National Energy Technology Laboratory (NETL) is issuing, on behalf of the Grid Deployment Office (GDO), this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds appropriated by Section 50152 of the Inflation Reduction Act of 2022 (IRA) – Grants to Facilitate the Siting of Interstate Electricity Transmission Lines.

The IRA makes the single largest investment in energy and climate in American history, putting the United States on a pathway to achieving the Administration’s clean energy and climate goals, including a carbon pollution-free power sector by 2035, while securing America’s position as a world leader in domestic clean energy manufacturing, creating quality jobs, investing in communities, and advancing environmental justice.

Under Section 50152(a), the IRA appropriated $760 million to make grants to siting authorities to carry out eligible activities that will facilitate the siting and permitting of “covered transmission projects” or to siting authorities and other governmental entities for economic development activities in communities that may be affected by the construction and operation of a “covered transmission project.” A “covered transmission project” is defined in Section 50152(e)(1) as a “high voltage interstate or offshore electricity transmission line” for which an entity has applied for, or informed a siting authority of an intent to apply for, regulatory approval, and that is proposed to be constructed and to operate:

These investments, particularly when combined with programs authorized and funded by the Infrastructure Investment and Jobs Act (otherwise known as the Bipartisan Infrastructure Law), will support the timely construction of new or upgraded electric transmission facilities and facilitate the siting of transmission facilities, while doing so in a manner consistent with affected community priorities, including considerations of environmental and energy justice, equity, job quality, and Tribal cultural resources.

DE-FOA-0003096: Puerto Rico - Energy Resilience Fund

In December 2022, Congress appropriated $1 billion in the FY 2023 Consolidated Appropriations Act for activities to improve the resilience of the Puerto Rican electric grid, including renewable energy and storage solutions for vulnerable households and communities. Per the Act, these activities will include resilience investments for low-and-moderate income households and households with individuals with disabilities.

The U.S. Department of Energy (DOE) Grid Deployment Office (GDO) established the Puerto Rico Energy Resilience Fund (PR-ERF) to administer the $1 billion through a program focused on both residential and community-based energy resilience investments, including but not limited to solar photovoltaic (PV) and battery storage deployments, as well as community partnerships and other activities to grow Puerto Rico’s clean energy economy. This first Funding Opportunity Announcement (FOA) under the PR-ERF has three Strategic Goals:

(1) Enhance energy resilience for vulnerable households through the rapid installation of rooftop solar PV and battery storage systems. Through this first funding opportunity, DOE aims to incentivize the installation of roughly 30,000-40,000 residential systems. (2) Reduce energy burden (i.e., the percentage of gross household income spent on energy costs) for program beneficiaries. (3) Support the growth of the clean energy workforce in Puerto Rico, as well as support education and protection for beneficiaries.

To accomplish these goals, this FOA has three (3) Topic Areas. The three Topic Areas are as follows:

DE-FOA-0003088: SECTION 247: MAINTAINING AND ENHANCING HYDROELECTRICITY INCENTIVES

The U.S. Department of Energy (DOE) releases application guidance and solicits application for Section 247 of the Energy Policy Act of 2005 (EPAct 2005),

The application guidance describes the application process and the information necessary for the Secretary of Energy to make incentive payments to owners and authorized operators of qualified hydroelectric facilities pursuant to Section 247 of the Energy Policy Act of 2005 (EPAct 2005), Maintaining and Enhancing Hydroelectricity Incentives, as amended by Section 40333 of the Infrastructure Investment and Jobs Act of 2021 (IIJA), Pub. L. No. 117-58.

DOE will accept Letters of Intent (LOI) for a 45-day period starting May 8, 2023, through 5:00 p.m. ET, June 22, 2023. Full applications will be accepted for a 105-day application period starting June 23, 2023, through 5:00 p.m. ET, October 6, 2023.

To be eligible to file a full application, prospective applicants must first file a Letter of Intent. Instructions for what to include in the Letter of Intent can be found in the Guidance, any information that does not correspond to a field can be included in the abstract. Failure to file an LOI or application by the DOE-established deadline for the LOI phase or full application phase shall disqualify the owner or authorized operator from eligibility for an incentive payment in that application period.

TPL-0000001: Teaming Partner List for DE-FOA-0002940 BIL IAC and BTAC Program

DE-FOA-0002969: Bipartisan Infrastructure Law State Manufacturing Leadership Program (Section 40534)

The Office of Manufacturing and Energy Supply Chains (MESC) is issuing this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, more commonly known as the Bipartisan Infrastructure Law (BIL).

The rapid development, deployment, and adoption of smart manufacturing technologies is a high priority for increasing economic competitiveness, efficiency, and productivity – and reducing greenhouse gas emissions – in manufacturing. This FOA will support States in accelerating the deployment of smart manufacturing and high-performance computing technologies across the small- and medium-sized manufacturing firm (SMM) base.

The activities to be funded under this FOA support BIL section 40534 and the broader government-wide approach to reinvigorating and reinvesting in the American industrial base; catalyzing American leadership and global competitiveness in the clean energy economy; and investing in the American manufacturing workforce.

DOE anticipates making awards to States in the form of cooperative agreements. Awardees must complete their projects not later than three years after the date of receipt of federal funds. The period of performance will be comprised of one or more budget periods. Project continuation will be contingent upon several elements, including satisfactory performance and DOE’s Go/No-Go decision.

DOE expects to make a total of approximately $46 million of federal funding available for new awards under this FOA, subject to the availability of appropriated funds. Individual awards may vary between $1,000,000 and $2,000,000. DOE anticipates making approximately 20-25 awards under this FOA. DOE may issue one, multiple, or no awards.


Amendment 000001 - The purpose of Amendment 000001 is to add a requirement for a Head of Government Letter and to add a merit review procedure reference.

Cost Match Requirement: Consistent with Section III.B, or all applications, the cost match must be at least 30% of the total Federal Funds allocated.

Per 2 CFR § 200.29, there are two approaches to calculating the portion of project costs not paid by Federal funds, “Cost Sharing” or “Matching”.

Since “Cost Sharing” is usually required with “Matching” required far less frequently, DOE FOA tools and processes implement “Cost Sharing” versus “Matching” calculation methodologies.

Specifically, the Clean Energy Infrastructure Exchange System used for collecting applications to this FOA and the Budget Justification Workbook(s) required with application submissions implement “Cost Sharing”, not “Matching”.

The Bipartisan Infrastructure Law (BIL) Section 40534 (c) (3) and this FOA require “Matching”, specifically a minimum 30% match.

Given the anomalies noted above, DOE is providing a “Cost Sharing” equivalency to “Matching” for use in the Budget Justification Workbook(s) to be submitted with the application. The applicant will need to submit a minimum requirement of 23.08% cost share in the Exchange system and the Budget Justification Workbook.


Attention: The Clean Energy Infrastructure Exchange system is currently designed to enforce hard deadlines for Full Application submissions. The APPLY and SUBMIT buttons automatically disable at the defined submission deadlines. The intention of this design is to consistently enforce a standard deadline for all applicants. DE-FOA-0003061: Section 242 Hydroelectric Production Incentives

The hydroelectric production incentive payments are a benefit available for electric energy generation and sold for a specified 10-year period as authorized under the Energy Policy Act of 2005. In the Infrastructure Investment and Jobs Act, DOE received $125 million to support this hydroelectric production incentive. At this time, DOE is accepting applications from owners and authorized operators of qualified hydroelectric facilities for hydroelectricity generated and sold in calendar years 2021 and 2022.


Applications are due by May 8th at 5 p.m. ET. Instructions for what to include in the application can be found in section VII(b) of the Guidance.

DE-FOA-0003062: Section 243 Hydroelectric Efficiency Improvement Incentives

The Grid Deployment Office provides notice of availability of guidance and the opening of the 2023 application period pertaining to section 243 of EPAct 2005, Hydroelectric Efficiency Improvement Incentives, as amended by section 40332 IIJA of 2021, Pub. L. 117-58.

DOE is currently accepting applications from March 22, 2023 through June 20, 2023 at 5:00 PM ET. Applications must be submitted to the Clean Energy Infrastructure Funding Opportunity eXCHANGE or they will not be considered timely filed for calendar year 2023 incentive payments.

As initially announced in the February 2023 notice of intent, the guidance sets out the eligibility requirements, general application requirements and process, procedures for processing applications, allocation of funding for eligible projects in the event of oversubscription, and funding restrictions. The guidance document describes the application process and the information necessary for the Secretary of Energy to make incentive payments to the owners and authorized operators of qualified hydroelectric facilities at existing dams to be used to make capital improvements in the facilities that are directly related to improving the efficiency of such facilities by at least three percent pursuant to section 243 of EPAct 2005. Under the statute, the incentive payments include the following limitations: an incentive payment shall not exceed 30 percent of the costs of the applicable capital improvement(s); no more than one incentive payment may be made to a single qualified hydroelectric facility in any fiscal year; and that shall not exceed $5,000,000. DE-FOA-0003024: Initial Guidance for Round 1 of the Qualifying Advanced Energy Project Credit (48C) Program

The Qualifying Advanced Energy Project Credit (48C) program was established by the 2009 Recovery Act and expanded with a $10 billion investment under the Inflation Reduction Act of 2022. Today, the Treasury and the Internal Revenue Service, in partnership with DOE, announced the intent to release approximately $4 billion in a first round of tax credits for projects that expand U.S. supply chains for clean energy technologies and critical materials for clean energy technology production, and for projects that reduce greenhouse gas emissions at industrial facilities. Approximately $1.6 billion of this allocation will be set aside for projects in coal communities. The program will provide an investment tax credit of up to 30% of qualified investments for certified projects that meet prevailing wage and apprenticeship requirements.

Treasury and the IRS issued additional 48C program guidance on May 31, 2023. DOE will open the 48C eXCHANGE portal for user registration for any interested applicants and concept papers submissions no later than June 30, 2023.

Concept papers will be due no later than July 31, 2023.

DE-FOA-0002968: Bipartisan Infrastructure Law: State Manufacturing Leadership Program (Section 40534)

The United States Department of Energy (DOE) Office of Manufacturing and Energy Supply Chains (MESC) intends to issue Funding Opportunity Announcement (FOA) No. DE-FOA-0002969, titled “Bipartisan Infrastructure Law: State Manufacturing Leadership Program (Section 40534).” MESC intends to issue the FOA in the March 2023 timeframe, and the FOA will be funded by the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL).

The anticipated FOA will support BIL Section 40534, which establishes the State Manufacturing Leadership Program. DOE anticipates that the FOA will award financial assistance in the form of cooperative agreements to States (including, but not limited to, state energy or economic development offices) as defined in 2 CFR 200.1 to (1) provide assistance to small- and medium-sized manufacturers (SMMs) to implement smart manufacturing technologies and practices and (2) to facilitate access to high-performance computing resources for SMMs.

This Notice of Intent (NOI) is issued so that interested parties are aware of the Office of MESC's intention to issue this FOA in the near term. DE-FOA-0002883: Bi-Partisan Infrastructure Law (BIL) Request for Information on Energy Efficiency Conservation Block Grant (EECBG) Competitive Program

This is a Request for Information (RFI) issued by the U.S. Department of Energy’s (DOE) Office of State and Community Energy Programs (SCEP). The intent of this RFI is to obtain public input regarding the solicitation process and structure of a DOE Funding Opportunity Announcement (FOA) to fund Sec. 40552, the Energy Efficiency and Conservation Block Grant (EECGB) Competitive Program, which aims to support units of local government including Indian Tribes ineligible for direct formula grants from DOE under the EECGB program to lower fossil fuel emissions and energy use in their jurisdictions, in accordance with the Program’s authorizing legislation, Title V, Subtitle E of the Energy Independence and Security Act of 2007.

Through section 40552 (b) of the BIL, Congress authorized $550 million for the EECBG Program. This program supports the Biden Administration’s goal to achieve a carbon-free electric grid by 2035 and a net zero emissions economy by 2050. The purpose of EECBG is to assist eligible entities in implementing strategies to:

  • reduce fossil fuel emissions created as a result of activities within the jurisdictions of eligible entities
  • reduce the total energy use of the eligible entitiesimprove energy efficiency in the transportation, building, and other appropriate sectors

While 98% of EECBG BIL funds will be allocated to eligible jurisdictions through a formula allocation per statutory direction, approximately 2% or $8 million are directed to be provided through a competitive process for:

  • Units of local government (including Indian tribes) that are not eligible for a formula allocation based on population
  • a consortium of local governments.

By statute, priority shall be given to units of government located in states with populations of less than 2,000,000 or to those that plan to carry out projects that would result in significant energy efficiency improvements or reductions in fossil fuel use.

Specifically, this RFI seeks input on:

  • Potential partnership structures and models to achieve the goals of the provision and leverage the financial investment for deeper impact
  • Technical assistance needs of applicants and their stakeholders and partnersProgram criteria and metrics
  • Opportunities to reduce administrative burden on award recipients while protecting against waste, fraud, and abuse

  • Equity, environmental and energy justice priorities

The U.S. Department of Energy (DOE) Office of Manufacturing and Energy Supply Chains (MESC) and the DOE Office of State and Community Energy Programs (SCEP) intend to jointly issue a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law: Industrial Assessment Centers (IAC) Program – IACs at Trade Schools, Community Colleges, and Union Training Programs; and Building Training and Assessments Centers (BTAC) Program.”


The activities under this FOA will support the establishment by MESC of IACs at trade schools, community colleges, and union training programs pursuant to Energy Independence and Security Act of 2007 (EISA 2007) section 457(f), as added by Bipartisan Infrastructure Law (BIL) section 40521(b), and the establishment by SCEP of BTACs pursuant to BIL section 40512. DOE intends that the investments made under this FOA will support the broader government-wide approach to strengthening domestic manufacturing, putting the United States on a path to achieve net-zero emissions economy-wide by no later than 2050, empowering workers, fostering safe, healthy, and inclusive workplaces and communities, and developing a diverse workforce well-qualified to build and maintain the country’s energy infrastructure and grow domestic clean energy manufacturing.
